Importing green coffee from Indonesia requires a specific set of export and shipping documents. This guide explains every document — who issues it, what it certifies, and when your customs agent will need it. Understanding these documents upfront reduces delays and helps you evaluate supplier competence.

Document-by-Document Explanation

1. Commercial Invoice

Prepared by the exporter. Must include: exporter and importer full legal names, commodity (HS code for green coffee: 0901.11.00 or 0901.12.00), unit price, total value, payment terms (e.g., T/T 30/70), and Incoterms (FOB, CIF, etc.). Customs uses this to assess import duty.

2. Phytosanitary Certificate

Issued by BARANTAN (Badan Karantina Pertanian) per shipment. Without this, the cargo cannot legally leave Indonesia. It confirms the green coffee lot passed plant quarantine inspection — no live pests, disease, or prohibited soil contamination. Most destination countries require this for plant-based commodities.

Important: The Phytosanitary Certificate is shipment-specific and cannot be reused. A new certificate is required for every container.

3. Certificate of Origin (COO)

Issued by the Indonesian Chamber of Commerce (KADIN) or Ministry of Trade. Used by customs in the destination country to confirm the goods originate from Indonesia. Critical for claiming preferential tariff rates (e.g., GSP, ASEAN trade agreements). The EU, UK, Japan, and Australia all have Indonesia-specific preferential tariff schedules for green coffee.

4. EUR.1 Movement Certificate

A specific COO format used to claim EU GSP (Generalised Scheme of Preferences) tariff reduction. Green coffee (HS 0901.11) may attract 0% or reduced duty under the EU's GSP+ scheme if Indonesia qualifies for the relevant year. Check the EU's GSP beneficiary list annually.

5. Fumigation Certificate

Required by Australia (DAFF), New Zealand (MPI), and some US import programs. The container must be fumigated (typically methyl bromide or alternatives) before or after loading. The licensed fumigator issues a certificate stating the agent used, concentration, and treatment date.

6. Health Certificate

Required by the EU (for food safety compliance under Regulation 852/2004), Australia (FSANZ), and some Middle Eastern markets. Confirms the product meets food safety standards and was handled in a registered food-grade facility.
